A meeting of the Exmoor National Park Authority will be held in the Committee Room, Exmoor House, Dulverton on Tuesday 19 April 2011 at 10.30am.

The meeting will be open to the press and public subject to the passing of any resolution under s.100(A)(4) of the Local Government Act 1972. 

The meeting will be audio recorded.  By entering the Authority’s Committee Room and speaking during Public Question Time you are consenting to being audio recorded.

There is a Public Question Time at this meeting, when the Chairman will allow members of the public two minutes each to ask questions, make statements, or present a petition relating to any item on the Agenda.  Anyone wishing to ask questions should notify the Corporate Support Officer by 4pm on the working day before the meeting of the agenda item on which they wish to speak, indicating a brief summary of the matter or matters to be raised (contact details are set out above).

(1)  To approve as a correct record the Minutes of the meeting of the Authority held on 15 February 2011 (Item 4, PDF 48KB).

6.  Resources and Performance Committee

To receive the draft Minutes of the meeting of the Resources and Performance Committee on 1 March 2011 (Item 6, PDF 156KB) and to consider the following recommendations of the Committee:

To approve the Core and Discretionary Project budgets for 2011/12 (attached as Appendix A).

To include in the Scheme of Delegation to the Committee the proposal for the creation of a Discretionary Budget Sub-Committee (attached as Appendix B).

7.  Governance Issues

To consider and adopt Revised Standing Orders and Scheme of Delegation incorporating the review that has been carried out and the changes to the job titles of the Heads of Service (Item 7, PDF 178KB).

To approve the continuance of C W Burrows as the Authority’s Chief Finance Officer (Section 151 Officer) in the new role of Head of Transition.

8.  Exmoor National Park Authority Achievements 2010-11

To receive a 20-minute presentation from the Chief Executive.


9.  Authority Priorities and Business Plan for 2011-12

To consider the report of the Chief Executive (Item 9, PDF 300KB).


10.  Review of National Park Management Plan 2012-201

To consider the report of the Chief Executive (Item 10, PDF26KB).


11.  Members’ Reports

To receive any updates and reports on meetings and events attended by Members as representatives of the Authority.


12.  Any Other Business of Urgency
