Preparation
The following information relates to the preparation of The Lyn Plan between 2011 - 2013; some of which was previously available on the Lyn Plan website.
Referendum - November 2013
The referendum on the Lynton & Lynmouth Neighbourhood Plan was held on Thursday 21st November 2013 for electors in the Lynton & Lynmouth parish area. North Devon District Council held the referendum on behalf of the Authority.
Those eligible to vote in the Lynton & Lynmouth Neighbourhood Plan area were asked " Do you want Exmoor National Park Authority to use the neighbourhood plan for the Lynton and Lynmouth Area to help it decide planning applications in the neighbourhood area?" - the results were as follows:
Yes - 187 votes
No - 45 votes
Overall there was a 16.9% turnout

Examination - August-October 2013
The National Park Authority Planning Committee agreed the Authority response to the Examiner's Report on Tuesday 1st October 2013.

Exmoor National Park Authority consulted on The Lyn Plan and supporting documents for an 8 week period (see Publicity Consultation below). Following the consultation Mr Graham Self MA MSc FRTPI was appointed as the examiner by the Authority in agreement with Lynton & Lynmouth Town Council. The responses to the consultation were submitted, with the plan proposal and supporting documentation set out below, to the examiner.
The examiner's report was sent to the Authority and Lynton & Lynmouth Town Council on 29th August 2013. A copy of the report can be downloaded below.

Pre-Submission Consultation - Nov 2012-Jan 2013
Lynton & Lynmouth Town Council consulted on the draft Lyn Plan (Lynton & Lynmouth Neighbourhood Plan) from 15th November 2012 to 11th January 2013.
Lynton & Lynmouth Town Council was the qualifying body responsible for the production of the Neighbourhood Plan for Lynton & Lynmouth (The Lyn Plan), which was overseen by a Steering Group. The preparation of the Lyn Plan was supported by a Project Team and voluntary help from Neighbourhood Representatives.

Designation of the Lynton & Lynmouth Neighbourhood Plan Area - July-October 2012
Part of the formal process is the designation of the Neighbourhood Plan Area. Lynton & Lynmouth Town Council applied to the National Park Authority for the area to cover the whole of the Town Council area and explained their reasons in their submission. The consultation on the designation of the neighbourhood plan area ran from 17 July to 30 August 2012.
Exmoor National Park Authority formally designated the Neighbourhood Plan area for Lynton & Lynmouth on Tuesday 2nd October.

Scoping Consultation - January-February 2012
The first phase of consultation (21st January to 29th February 2012) gathered information about the community and its future needs. Respondents helped through choosing one of a number of ways to be involved and contributed to this new Neighbourhood Plan (The Lyn Plan). The draft Lyn Plan was produced as a result of this input.

Steering Group
A small steering group was formed to help lead on the Neighbourhood Plan for Lynton, Lynmouth and Barbrook. The Steering Group aim was to work with the community to develop a plan which will deliver the development to help ensure the long term sustainable future for the parish. The Steering Group was supported by a project team, and worked closely with the Neighbourhood Representatives to develop the Neighbourhood Plan.

Neighbourhood Representatives
Twenty people came forward from all parts of the community to be Neighbourhood Representatives, who worked together and represented either the area they lived, or particular groups such as businesses, services, clubs and societies, and young people. The Neighbourhood Representatives worked with the local community to help develop ideas as to how the area should evolve over the long term. The Neighbourhood Representatives were supported throughout the process by the Steering Group and Project Team.
